Sublime is licensed per named user. There is no server license and you can create an unlimited number of repositories.

Sublime server is licensed based on the total number of named users with currently active accounts.
Each developer who is granted access to a repository managed by Sublime must have a Sublime user license. Users may access repositories configured with anonymous access without requiring a Sublime user license.
In addition, users who manage the Sublime server through the web interface must have a valid user license. Sublime comes with one free “administrator account” for this purpose.

Each user account you create in Sublime requires a license. Sublime comes with one free “administrator account” so if you purchase 5 user licenses, you may create up to 6 users. However, if you only need a single user to access Sublime, you may use the free administrator account without purchasing any Sublime licenses.
With Sublime’s free “administrator account”, Sublime may be used free of charge for individual user installations. Start using Sublime today free of charge and buy licenses when you add new users to your team.
Any account can be deleted at any time. Deleting a user account will free up the user license previously occupied by that user. This allows you to re-use licenses for users who have left. Note that once an account is deleted, that user will no longer have access to Subversion repositories managed by Sublime.
You may purchase additional licenses at any time from the Sublime website. Once you have purchased additional licenses you may add them to your Sublime server and begin using them right away.
Sublime includes an evaluation license with 30 user accounts for 30 days. If you need additional accounts or would like to extend your evaluation period, simply contact us and let us know what you need.

When you purchase licenses for Sublime 1.0, you will be eligible to receive future updates to version 1.0 absolutely free. When we release Sublime 2.0, an upgrade fee may be required.
