Absolutely. Importing existing repositories is as simple as copying them to the correct folder on your Sublime/Subversion server. For more information, see the Importing Repositories topic topic in the Administrator Guide.
Repository Templates are one of the great time-saving features of Sublime. A template is a pre-defined directory structure and set of files for your new repositories. You can define custom templates, and your users must pick one when creating a new Repository. In addition to saving time, this helps you enforce consistency across your repositories.

We believe that you should allow all of your users to create repositories. Allowing all of your users to create repositories helps remove the bottle neck of having IT create all of your repositories. The easier it is for a developer to create a repository, the more likely it is that one will get created and no code will be lost.
However, this is a decision you can make when configuring Sublime. The Security Settings page allows you to define who should be able to create Subversion repositories.
Yes, but Apache is required. You must have Apache configured for Active Directory before installing Sublime. Sublime will not manage your Apache configuration for you.
In the future we hope to support Active Directory authentication without Apache.
